All Deliberate Speed: Brown II, the Promise Deferred

Overview

How did the 1955 U.S. Supreme Court's articulation of "all deliberate speed" affect the American school system? How does it affect the school system today?

Judge Robert L. Carter, U.S. District Judge, Southern District of New York, addressed these questions at an October 31, 2005 symposium, All Deliberate Speed: Brown II, the Promise Deferred, on Ohio State's campus.

Carter served as assistant special counsel for the NAACP from 1945 to 1956 and as general counsel from 1956 to 1968. During this time, he argued and won 21 of 22 cases before the U.S. Supreme Court, including Brown v. Board of Education, the celebrated case outlawing segregation in the nation's public schools.

His recently published memoir, A Matter of Law: A Memoir of Struggle in the Cause of Equal Rights, offers a rare personal testimony of how the legal campaign in Brown was mounted. It is a gripping story of assault and counter-assault as Carter and his associates fought segregationist attacks against the NAACP in the wake of the Brown victory.

After Carter's remarks, a panel discussion featured Luvern Cunningham, former dean of Ohio State's College of Education; Catherine Lhamon, racial justice director, ACLU-Southern California; Denise C. Morgan, professor of law, New York Law School; Thomas Saenz, lead counsel for the mayor of Los Angeles; Lewis M. Steel, civil rights lawyer and adjunct professor of law, New York Law School; and Jefferson Thomas, member of the "Little Rock Nine," a group of students who in 1957 integrated Central High School in Little Rock, Arkansas.

The Kirwan Institute, Moritz College of Law, and the Office of Minority Affairs sponsored this event, which was free and open to the public.
